If there is a diagram, then lay out at least the primary part of the power supply. It is not clear why the controller should be powered according to this scheme. Three phases are usually started to control the voltages (imbalance) of the phases.

Если есть схема, то выложите хотя бы первичную часть источника питания. Не понятно зачем контроллер питать по такой схеме. Три фазы заводятся обычно чтобы для контроля напряжений(дисбаланса) фаз.

Probably the input voltage is measured by DA6, DA7 and DA8.
because thermistors R12, R13 and R14 burn out. The measuring part of the power supply is intact.

Вероятно входное напряжение измеряют DA6, DA7 и DA8.
т.к. сгорают термисторы R12, R13 и R14 . Измерительная часть блока питания целая.

I unsoldered the varistors. They are always intact.

On some boards VT2 is destroyed.

If VT2 fails, then it is possible that there is either a short circuit in the resistor block, or simply due to the operating heating current, the transistor overheats, its thermal breakdown occurs, and, due to the increased current, the thermistors R12-R14 overheat. I also think that overheating of thermistors is possible on networks with an increased number of harmonics, since with capacitors C7, C9, C14 they form a kind of RC circuit.

Если выходит из строя VT2, то возможно либо КЗ в блоке резисторов, либо просто рабочим током обогрева происходит перегрев транзистора, его тепловой пробой, ну и из-за повышенного тока перегрев термисторов R12-R14. Так же думаю возможен перегрев термисторов на сетях с повышенным количеством гармоник, так как с конденсаторами С7, С9, С14 они составляют своеобразную RC цепь.
