If the system time is running normally, the problem is not in the quartz... Something in the program along the way
As it turned out, there is still a quartz there that is responsible for the program timer, but the problem is not in it, but in the software.
Together with the guys from Elekton we sorted it out. The conclusion is this: controllers released in 2012 do not work correctly with firmware 8.70.1. because the newer controller stitched with the same proger behaved normally. We did a downgrade on the problematic controllers and everything works for now. Well, maybe the guys found out something else and will add it. Thanks to them for their help!

Если системное время нормально идет, проблема не в кварцах... Что то в программе по ходу
Как оказалось что есть там все-таки кварц отвечающий за таймер программы, но дело не в нем а в ПО.
Вместе с ребятами из "Электона" разбирались. Вывод получился такой: контроллеры выпущенные 2012 году не корректно работают с прошивкой 8.70.1. т.к более новый контроллер прошитый тем-же прогером вел себя нормально. Сделали даунгрейд на проблемных контроллерах и все пока работает .Ну может ребята еще что-нибудь выяснили и добавят. Спасибо им за помощь!

Well, not like that. Controllers with a different quartz were supplied to Surgutneftegaz. In all other regions, quartz has not changed in the entire history of the Elekton-08 series controller. Controllers manufactured for Surgutneftegaz are software and hardware incompatible with VSD controllers supplied to other companies.

Ну не так. В Сургутнефтегаз поставлялись контроллеры с другим кварцем. Во все остальные регионы за всю историю существования контроллера серии Электон-08 кварц не менялся. Контроллеры изготовленные для Сургутнефтегаза программно и аппаратно несовместимы с контроллерами СУ поставляемых в другие компании.
